The purpose of this qualification is to expose learners to the general principles within local government and the foundational knowledge for entry-level positions in this field. This qualification includes the following modules: introductory concepts in public administration, Local Government structures and administration, customer relationship management, ethics, local government finance, and human resource management. This qualification will provide opportunities for IIE Graduates from Rosebank College wishing to enter the public sector and existing public servants who wish to enhance their career prospects.

On completion of this qualification, learners will have the practical and interpersonal skills that are essential to become competent employees in local government. Newly qualified individuals can start as administrators and with a positive attitude and hard work take on managerial positions, in the future.

DURATION

Full-time: This is a one-year full-time qualification offered by The Independent Institute of Education (The IIE). Full-time lectures take place during the day on weekdays at the following campuses: Braamfontein, Bloemfontein, Pretoria CBD, Pietermaritzburg, Cape Town, Durban, Port Elizabeth and Polokwane.

Online/Distance: This IIE qualification can also be completed as an online/ distance learning option. Please contact the student advisor on campus for full qualification fees and duration.


DISTANCE OR ONLINE LEARNING

This qualification can also be completed on the distance learning option. Distance modules are only offered in bundles, there are two bundles (semester 1 and semester 2). You can do a maximum of two bundles a year and you cannot register for individual modules. Speak to your sales consultant for more information on the bundles.

The IIE Higher Certificate in Local Governance is accredited by the Council on Higher Education (CHE) and is registered by the South African Qualifications Authority (SAQA) on the National Qualifications Framework (NQF) as a 120-credit qualification on Level 5 (SAQA ID No: 111349). On successful completion you will receive a Higher Certificate in Local Governance from The Independent Institute of Education (The IIE), a leading registered private provider of higher education in South Africa.

Recognition of Prior Learning (RPL)

Where candidates do not satisfy the formal admission requirements for this qualification, The IIE may consider an admission application in terms of the Credit Accumulation and Transfer, Recognition of Prior Learning and Qualification Completion Policy (IIE010).

General Education Development (GED) - An USA qualification developed by the American Council on Education (ACE)


Candidates with a GED qualification may be admitted if they have a SAQA Evaluation Certificate with NSC L4 equivalence as well

as NBT: AQL results and have obtained a score of at least 37 for Academic Literacy (AL) and a score of at least 37 for Quantitative Literacy (QL).

 

OQSF Qualifications

Candidates with an OQSF Level 5 or N4-N6 qualifications or combination of N3 and SC subjects, or an NSC (FET Colleges) with N3 subjects may be admitted to Higher Certificate Studies.
