​The purpose of this qualification is to expose learners to the general principles within local government and the foundational knowledge for entry-level positions in this field. This qualification includes the following modules: introductory concepts in public administration, Local Government structures and administration, customer relationship management, ethics, local government finance and human resource management. This qualification will provide opportunities for IIE Graduates from Rosebank College wishing to enter the public sector, and existing public servants who wish to enhance their career prospects.

General Education Development (GED) - An USA qualification developed by the American Council on Education (ACE)Candidates with a GED qualification may be admitted if they have a SAQA Evaluation Certificate with NSC L4 equivalence, as well as minimum score of 145 out of 200 for all 4 GED subjects.
OQSF QualificationsCandidates with an OQSF Level 5 or N4-N6 qualifications or combination of N3 and SC subjects, or an NSC (FET Colleges) with N3 subjects may be admitted to Higher Certificate Studies.

ACCREDITATION

​The IIE Higher Certificate in Local Governance is accredited by the Council on Higher Education (CHE) and is registered by the South African Qualifications Authority (SAQA) on the National Qualifications Framework (NQF) as a 120-credit qualification on Level 5 (SAQA ID No:  111349). On successful completion you will receive a Higher Certificate in Local Governance from The Independent Institute of Education (The IIE), a leading registered private provider of higher education in South Africa.

INTERNATIONAL STUDENTS

If you are an international student, you must ensure that:

  • you have an equivalent qualification to the aforementioned;
  • your equivalent qualification is evaluated by the South African Qualifications Authority (SAQA);
  • you have a valid study visa issued in the name of The Independent Institute of Education (The IIE) that covers the duration of your studies.
  • An USAf Exemption Certificate is required   -   the Office of the Registrar will facilitate, on behalf of the student, an application for degree admission to USAf, once the student has provided proof of payment to USAf.

  • To be awarded this qualification, a minimum final year mark of 50% for each module must be achieved.
  • This information is valid for the 2022 academic year only.
  • Free software is available to all registered IIE Rosebank College students. The software includes and is not limited to MS Excel, MS Project, MS Word, MS PowerPoint and MS Outlook, which come with Office 365 bundle. Students can access the software using their RCONNECT email address at FTP//10.118.180.17/.
  • The fees for all Online IIE qualifications include prescribed textbooks supplied in e-book format. Where an e-book is not available, the prescribed textbook will be provided in an alternate format.

 PROGRAMME REQUIREMENTS FOR BLENDED LEARNING

To get the best out of the blended learning experience, you will need a computer or laptop with WIFI, Windows 8.1 or higher, Intel Pentium 4 Processor or higher, 1Ghz Processor or higher, 4 GB RAM or higher, 3 GB of available disk space, and a screen resolution of a minimum 1280 x 800.
